HOME American Rescue Plan (HOME ARP) Funding

Authorized by the American Rescue Plan Act of 2021, Minnesota Housing was awarded a one-time allocation of $31 million to increase housing stability by addressing the needs of individuals experiencing homelessness or at risk of homelessness. These authorized funds will be allocated under the HOME American Rescue Plan (HOME ARP) program.

Minnesota Housing conducted stakeholder engagement sessions to determine the best use of these one-time resources. The sessions assessed and analyzed gaps and needs of the HOME ARP qualifying populations to prepare the HOME ARP Allocation Plan (Allocation Plan). The Allocation Plan describes how Minnesota Housing intends to distribute HOME ARP funds, including how it will use these funds to address the needs to HOME ARP qualifying populations.

Eligible Uses

  • Production or preservation of affordable housing
  • Tenant-based rental assistance
  • Supportive services, homeless prevention services and housing counseling
  • Purchase and development of non-congregate shelter
Qualifying Populations

Qualifying Populations

Statute requires that HOME ARP activities benefit qualifying populations and address housing instability and homelessness. Qualifying populations include those who are:
  • Homeless (as defined in the 24 CFR 91.5);
  • At risk of homelessness (as defined in 24 CFR 91.5);
  • Fleeing or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking
  • Other populations who do not qualify under any of the populations above but if activities were implemented, they would prevent family homelessness or serve those with the greatest risk of housing instability

Veterans and families that include a veteran that meet one of the preceding criteria are eligible to receive HOME ARP assistance.

Planning and Engagement

On October 31, 2022, the United States Department of Housing and Urban Development (HUD) issued Notice CPD-22-13 revising the HOME ARP Allocation Plan requirements and established a final deadline of March 31, 2023, for submission. The Allocation Plan must describe how HOME ARP funds will be distributed across the state in accordance with the priorities identified through needs assessment and gaps analysis. It must also indicate the amount of HOME ARP funds required for each activity type in the plan.
 
Minnesota Housing has completed the planning and engagement process and worked with ICF Incorporated, LLC to complete the HOME ARP Allocation Plan. The engagement and planning process included consultations with a wide range of groups serving the four qualifying populations, including Continuums of Care (CoCs); service providers serving those at risk or experiencing homelessness, domestic violence and human trafficking, as well as disability service providers; veterans' groups; public housing agencies; fair housing and civil rights organizations; and Tribal governments. The consultation work was completed with a Public Hearing that took place on February 1, 2023.

The final Allocation Plan describes how funds will be distributed, including how it’ll address the needs of qualifying populations. The plan was approved by the U.S. Department of housing and Urban Development (HUD).

Minnesota Housing is one of seven Participating Jurisdictions (PJ) in the state of Minnesota. Each PJ will manage its own planning process as well as its own selection and commitment process.
